Question about Alternative Schools

I was just wondering how come Alternative schools cant be in the WIAA. Most of the Alternative schools in the Yakima Valley could easily be in the B classification and kids do turn out for sports at the Alternative schools. Is it because they arent true High schools or what? It just got me thinking because Pace Alternative School(Wapato) played against B Leauge Yakama Nation Tribal School. And I thought it would be pretty cool for those kids to play in an actual sports(WIAA) Leauge.
 
Couple of reasons, although I would have to read the exact rules to be certain.

Most "alternative" schools are usually a branch of other another school and they are counted as part of the parent school.

Now, if that is not the case, then they would have to petition to become part of the WIAA and to join a league.

The drawback to that is a kid who may be transient, in other words only going for a short while, would bring about all sorts of elligeability rules.
