Regional Info and Sites

So, I think that for the NWC we can assume that Mt. Vernon is the option if LC (or any other NWC team) wins the tri-district champ.
 
My interpretation of the regional selection process is np one plays at home and that "True #1's" are sited at the closest available site. Additional #1s have are assigned to a site in their district grouping that minimizes total travel (taking into account travel routes, not as the crow flies.). Boys sites are selected first this year and sites for 1B, 1A, 3A classifications are selected first this year. Can anyone confirm of they read it this way and correct me where I am wrong?
 
FDL: that is my interpretation as well. what I think it means for the tri-d is that because the winner will be a Seattle area team (kings, SAS or CPC) and not a Whatcom county team, the likelihood is Jackson or Glacier Peak, with Mt Vernon on the outside. If LC or Meridian had won D1, Mt vernon wold be the likely venue. just specualtion, but that is the way it reads to me.
