Not aware of what "public school open enrollment means" BUT:

School districts with multiple high schools have intradistrict transfer rules. WIAA transfer rule is not applicable to schools within a multiple high school district - only from one district to a different school district. That's according to the WIAA......WIAA question and answer booklet page 26 question 46. So guess you would have to check with the Everett School District for their intradistrict transfer rules.

Jackson, Everett, Cascade etc. are all Everett School District schools.
